Statement of Work

 

Overview:

​

Bridges of Canada Inc., in partnership with Correctional Service Canada (CSC), is hiring Correctional Chaplains to address the religious and spiritual needs of offenders. Bilingual positions are available in Atlantic Canada and Quebec.

​

Bridges of Canada Inc. is a national non-profit organization focused on restoring individuals and families affected by addiction and criminality. This is achieved through a continuum of holistic care, including trauma-informed residential treatment programs, youth camps, and multi-faith chaplaincy services within prisons and community re-entry settings.

​

The Statement of Work provided by CSC is a legally binding document outlining the scope, activities, and deliverables required of Federal Chaplains. This document defines the integrated chaplaincy services needed across CSC institutions in Canada. Below are excerpts from the Statement of Work, designed to give applicants a comprehensive understanding of the duties, tasks, expectations, and requirements of a Federal Prison Chaplain. Employment Context:

​

The term "Chaplain" in the following sections refers to an employee of Bridges of Canada. While Chaplains are employed by Bridges of Canada, they serve as contractors within the CSC environment and are not considered CSC staff members.

 

Objective:

​

Provide religious and spiritual services to federal offenders of all faiths residing in CSC institutions.

​

Key Tasks:

​

1. Visible Presence:

​Maintain an active chaplaincy presence inside and outside the institution.

Offer spiritual care during institutional disruptions, including crises.

Provide crisis intervention for issues such as grief, illness, death, and suicide attempts.

Present chaplaincy services to all new offenders.

Offer spiritual care individually and in groups.

2. Religious Services, Rites, and Accommodations:

​Lead and coordinate religious services, rites, and rituals appropriate for the correctional environment.

Consult with faith community representatives on religious observances.

Maintain and manage sacred spaces within institutions.

Process inmate religious requests according to CSC policies.

​

3. Religious and Spiritual Education:

​Develop and deliver programs in Religious and Spiritual Education.

Facilitate prayer, study, and personal growth groups.

Acquire and distribute religious and spiritual materials.

4. Community Involvement:

​Engage with local religious and spiritual communities.

Recruit and manage volunteers for chaplaincy activities.

Promote restorative justice principles.

Coordinate temporary absences for religious or rehabilitative purposes.​

5. Integration of Chaplaincy:

​Collaborate with institutional staff to integrate chaplaincy into overall strategies.

Prepare and implement service delivery plans.      

Comply with CSC policies and procedures.

Support CSC’s mission, values, and ethics through chaplaincy services.

Participate in crisis management and provide spiritual support to offenders and their families.​

Chaplain Qualifications:

​Bridges of Canada must ensure that Chaplain candidates are Qualified Professional Official

Representatives (QPOR) of Canada’s religious and spiritual communities. This generally requires ordination, final vows, or licensure by a recognized religious or spiritual community.

​

Candidates must have at least three years of compensated experience in religious or spiritual

service as a QPOR. They must provide a resume and a mandate letter from their faith or spiritual community demonstrating their qualifications and experience.
